What the video says

Will your phone now have to work anywhere outdoors in Australia? Not yet, and not everywhere.

A new federal law, in force since 27 October, creates the Universal Outdoor Mobile Obligation.

It covers voice calls and text messages. Telstra, Optus and TPG must make them reasonably available outdoors, across Australia.

Outdoors excludes buildings, vehicles, aircraft and vessels, and anywhere underground or underwater.

The default start day is 1 December 2027. The Minister can bring it forward, or delay it a year, up to three times.

The ACMA enforces it. And on disaster roaming, the Minister said on 29 October that industry arrangements were sufficient.

The count: two services, three providers, six excluded places, up to three one-year delays.
